We would never say "three of the quarters" to mean 3/4 or 75%; you would only say "three-quarters". If you were talking about things that are literally quarters, then you can say "three of the quarters", but if you're talking about, say, 75 out of 100 balls being red, you can only say "three-quarters [of the balls] are red".

@A_1990 for example, if you were talking about 25¢ coins (commonly called quarters) or if you were talking about something that was split into four pieces (and so each piece is a quarter of the whole) you could say "three of the quarters".
